Streamlined Housing in San Francisco

San Francisco's housing pipeline moving through California's streamlined state approval laws:

  • SB 35 (Sen. Scott Wiener with policy aide Annie Fryman, effective January 2018) lets housing projects skip discretionary review in cities falling short of their state housing targets.
  • SB 828 (Wiener & Fryman, effective January 2019) rewrote how those targets are calculated, pushing San Francisco's assigned goal to 82,069 homes and making it far likelier the city would miss the threshold that triggers SB 35.
  • SB 423 (Wiener & Asm. Buffy Wicks, effective January 2024) extended SB 35's sunset to 2036 and added an SF-specific rule reassessing the city's progress every year instead of every four.
